At 5.10am, officers saw three cars ignoring the traffic lights in Baylis Road near Waterloo station.
A police spokesman said they discovered the man, believed to be 19, with a single stab wound. He was pronounced dead at the scene at 5.36am.

A second man, also believed to be 19, was found in Goding Street with stab wounds.
He remains in a south London hospital with serious but not life-threatening injuries.

The Metropolitan Police said no arrests have been made and inquires were under way.
A post-mortem examination will be held at Greenwich mortuary at 3pm.
Last week, the Government launched the £5m second phase of its Tackling Knives Action Programme after Home Office figures revealed the high-profile campaign to cut the number of fatal stabbings had failed.
In the year since the start of the programme in July 2008, the number of teenagers stabbed to death in big English cities was 23, the same figure as the previous year. The number of adults over the age of 20 who died as a result of knife crime increased by seven to 103.
The second phase of TKAP will tackle all forms of serious violence, including gun crime and gang culture among 13 to 24-year-olds.
